Ukraine faces one of the harshest winters in recent memory while Russia steps up its attacks on civilian energy infrastructure. There was a time we would have condemned a direct war on civilian infrastructure as a war crime. Now it barely makes the news.

2025 has been the deadliest year for civilians in Ukraine since the beginning of the war: 2,514 dead, 12,142 injured according to HRMMU. As of October 2025, Russia has killed 661 and injured 2,200 Ukrainian children.
